In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality - including in the child welfare system -, and create conditions that foster well-being for families and children across New York City. Our work includes the provision of childcare assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches.
The Office of Strategy, Research, and Provider Partnership (SRPP) leads CFWB efforts to strengthen services for children, youth, and families by aligning strategic priorities with data-driven practices. The Office also partners with contracted community-based organizations citywide to implement programs, including Family Enrichment Centers and PromiseNYC Programs. Through this work, the Office helps CFWB build a system that is innovative, responsive, and grounded in evidence. The Office is comprised of four specialized teams: Family Enrichment Centers Program Management (FEC PM), the FEC Program Sustainability and Improvement (PSI) team, the Child Care Data Management and Systems (DMS), and the Strategy and Research (SR) team.
Reporting to the Associate Commissioner of Strategy, Research, and Provider Partnerships, the Executive Director leads efforts to ensure that child care data strategy, management, analysis, and reporting administrative systems effectively support CFWB child care operational excellence, policy implementation, performance management, and strategic decision-making.

- Maintain advanced knowledge of the front and back-end use of child care voucher administrative data systems, including ACCIS, RACL, and related data environments.
- Utilize structured programming languages, database technologies, backend system access, querying, and technical data mining and reporting capabilities to advance CFWB's access to administrative data systems and enhance its infrastructure to support adaptive and real-time analysis and reporting
- Oversee the development of complex data extracts, reporting methodologies, and analytical frameworks
- Establish standards for data quality, integrity, validation, and documentation.
- Provide technical leadership on data architecture, reporting design, and information management practices.
Data Governance and Performance Infrastructure
- Establish and maintain standards for data governance, reporting consistency, and performance measurement.
- Ensure data is reliable, accessible, and actionable for operational and strategic decision-making.
- Oversee development of reporting frameworks that support program monitoring, planning, forecasting, and policy analysis.
- Promote data-informed decision-making across Child Care Operations and other ACS offices.
Leadership and Team Management
- Provide strategic leadership for the Child Care Data Analysis, Strategy, and Management systems team, including direct supervision of 2-3 staff, establishment of team priorities, and cultivation of a culture focused on innovation, collaboration, continuous improvement, and customer service.
- Build and manage effective partnerships across CFWB, ACS, other City agencies, and technical stakeholders.

- Serve as an advisor to CFWB leadership on child care operations data, performance measurement, and operational strategy.
