Roadway Permitting Engineer – Engineer III Client: Williams Location: Pittsburgh, PA 15275 (Robinson Township) Work Arrangement: Onsite – 5 days/week Contract: 18 Months Pay Rate: $39/hour Travel: 60–75% Relocation: Not offered About the Role Williams is seeking an experienced Roadway Permitting Engineer – Engineer III to support roadway access, permitting, transportation logistics, and infrastructure projects. The position is based in Pittsburgh, PA, with significant travel to project sites primarily across Texas, Ohio, the Northeast states, and local Pittsburgh-area projects. The ideal candidate will have at least 5 years of roadway permitting or transportation-access experience and strong experience coordinating with DOTs, local/state agencies, railroads, contractors, and other stakeholders. Key Responsibilities Manage roadway and transportation permitting activities for infrastructure projects. Coordinate with state/local agencies, DOTs, municipalities, and other regulatory authorities. Support roadway access, crossings, haul routes, and transportation logistics. Prepare, coordinate, track, and close out permits and agency approvals. Coordinate Road Use Management Agreements (RUMA/RUA) and Right of Entry (ROE) agreements. Coordinate Railroad Crossing Agreements and work with railroad representatives. Support Maintenance of Traffic (MOT) requirements and temporary traffic/access arrangements. Manage or support oversize/overweight permitting and routing requirements. Coordinate roadway construction, restoration, and related compliance requirements. Support contract administration and documentation associated with permitting and access agreements. Work closely with engineering, construction, project management, contractors, consultants, agencies, and other stakeholders. Track permit conditions, approvals, commitments, and project closeout requirements. Travel approximately 60–75% to project sites and agency locations. Required Qualifications 5+ years of roadway permitting or transportation-access experience. Bachelor's degree. Experience working with local/state agencies and DOTs. Experience with roadway access, crossings, haul routes, or transportation logistics. Strong stakeholder-management and interpersonal skills. Ability and willingness to travel approximately 60–75%. Ability to work onsite 5 days per week in Pittsburgh, PA. Preferred Qualifications Bachelor's degree in Civil Engineering, Transportation Engineering, or a related discipline. Experience with: RUMA / RUA Right of Entry (ROE) Railroad Crossing Agreements Maintenance of Traffic (MOT) Oversize/Overweight Permitting Roadway construction and restoration Contract administration Railroad coordination Experience working across multiple state/DOT jurisdictions, particularly Pennsylvania, Texas, Ohio, or the Northeast. Experience in utility, energy, pipeline, power infrastructure, transportation, railroad, or heavy-civil construction environments is beneficial. Location & Travel Primary Location: Pittsburgh, PA 15275 (Robinson Township) This is an onsite position, 5 days per week, with approximately 60–75% travel. Project travel will primarily cover Texas, Ohio, Northeast states, and local Pittsburgh-area sites. Candidates already located in the Pittsburgh metropolitan area are preferred. Relocation assistance is not available.
