Capital Cost Estimating Advisor
is responsible for leading Class 3 through Class 5 estimating processes for capital projects and portfolios of varying complexity and size. This role provides cost estimating and budgeting support, risk consulting, contractor estimate validation, industrial benchmarking, AI development support, and maintenance of cost and estimating databases in alignment with Chevron Project Management System (CPMS) standards and requirements.
Responsibilities for this position may include, but are not limited to
•
Lead the development of project cost estimates
in alignment with CPMS standards, including WBS, OBS, project schedules, resource and staffing plans, and funding request documentation.
•
Lead the development and maintenance of Estimate Plans and Basis of Estimate documents
for early project phases, ensuring alignment with CPMS standards and requirements.
•
Develop cost estimates and identify variances;
review and validate contractor estimates and engineering studies, challenge productivity and resource assumptions as needed, and assess cost and schedule impacts.
•
Integrate contingency planning, escalation, and risk analysis
into cost estimates, and evaluate contingency to support appropriate drawdown strategies based on risk analysis.
•
Lead cost and schedule risk assessment engagements
to ensure contingency is appropriately determined and incorporated into cost estimates and budgets based on identified risks and opportunities.
•
Coordinate and support Cost Estimate Assurance Review engagements with project teams and Engineering partners
to ensure deliverables are complete, accurate, and aligned with Cost Engineering standards and project needs.
•
Apply and utilize AI-enabled tools and data analytics
to support cost estimate development, automated benchmarking, variance analysis, and validation against historical project data, market intelligence, and recognized industry standards, such as IPA, SAP Global, CEC, and other practices.

Provide accurate cost projections and scenario analyses
to support strategic decision-making.
•
Support the development of Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS)
to establish the basis for project budgeting, cost control, and forecasting.
•
Maintain project cost estimates and Basis of Estimate documents with proper revision control
when estimate changes or cost assumption updates occur.
•
Develop and implement procedures
to align estimates and budgets with appropriate project team members and stakeholders.
•
Support the preparation of high-quality cost estimating and budgeting reports
and required documentation for funding appropriation and business planning.
•
Mentor and train team members
on cost estimating best practices and software tools.
Required Qualifications
•
Education
Bachelor’s degree required; degree in Engineering, Business, Construction Management, or Construction Science preferred.
•
Experience
Minimum of 8 years of experience in cost estimating or cost engineering with Oil and Gas background.
•
Estimating Software and Tools
Experience with Aspen Capital Cost Estimator (ACCE), QUE$TOR, InEight, Hard Dollar, Monte Carlo risk analysis, and @RISK.
Relocation Options
Relocation will not be considered within Chevron parameters.
International Considerations
Expatriate assignments will not be considered.
