Bechtel Infrastructure & Power is executing the EPC delivery, currently in early works and site mobilization for a multi-billion-dollar natural gas-fired power generation program near Cheyenne, Wyoming, adding approximately 2.7 GW of new capacity under a "bring your own power" model to supply a major AI data center campus. This position initially supports preconstruction planning from the home office or on a single-status basis, ahead of relocation to Cheyenne upon field mobilization.

Reporting to the Project Quality Manager under the Quality Specialist job architecture, the Senior Quality Engineer (Electrical) provides senior-level quality oversight and assurance for the Cheyenne Power Hub, with primary emphasis on the electrical and instrumentation (E&I) scope, and exercises independent judgment while providing leadership and mentorship. Upon mobilization to Cheyenne, the engineer supports Field Engineering, Supply Chain, and Resident Engineering and leads quality assignments. Some travel may be required. #LI-VB1

Major Responsibilities:@@/HD@@
Quality Management System & Quality Oversight
• Support and verify implementation of the Project Quality Plan (PQP), Project QMS, and quality procedures for assigned electrical/I&C areas across all project phases, and monitor and report on implementation status and effectiveness.
• Verify materials, workmanship, and specification/code requirements with emphasis on E&I scopes - HV/MV/LV distribution, switchgear, transformers and rotating machines, cable and terminations, grounding and lightning protection, protective relaying, and instrumentation and control systems - and review schedules for timely PQP implementation.
• Identify and record quality concerns; initiate documented corrective actions and manage them to closure in the Closed Loop Corrective Action (CLCA) system using DevonWay; and lead Root Cause Analysis (RCA) and causal analysis to implement and verify corrective measures and prevent recurrence.
• Develop project-specific quality metrics, analyze surveillance effectiveness, and verify collection and upload of Best Practices and Lessons Learned to DevonWay; and lead QMS orientation and training, mentor assigned personnel, and foster a culture of quality, safety, and teamwork.
Audits, Surveillance & Reporting
• Support the Project Quality Audit & Surveillance Schedule and independently plan, perform, and document internal and external audits and surveillances of Bechtel and of subcontractors and suppliers, managing the closure of findings with minimal supervision from the PQM.
• Represent the project during quality assurance audits by clients, management, or regulatory agencies; maintain client liaison; and report progress to the PQM, including inputs to weekly and monthly reports.

Education and Experience Requirements:@@/HD@@
• Bachelor's degree (or international equivalent) in Electrical Engineering or a related discipline, with 12-14 years of relevant work experience across engineering, procurement, construction, testing, and commissioning & startup (Grade 27 senior-level).

Required Knowledge and Skills:@@/HD@@
• Electrical / instrumentation (E&I) background with demonstrated quality experience across HV/MV/LV distribution, switchgear, transformers and rotating machines, cable and terminations, grounding, protective relaying, and I&C systems, with familiarity with applicable codes and test practices (e.g., NEC/NFPA 70, NFPA 70E, IEEE, NETA); power generation or similar heavy industrial construction and inspection experience preferred.
• ISO 9001:2015 Certified Lead Auditor (IRCA accredited training course) - required - with advanced quality assurance auditor experience and familiarity with ISO 9001 criteria.
• Technical knowledge of engineering, procurement, construction, inspection, testing, and operations practices sufficient to comprehend specified and regulatory requirements, including corrective actions for nonconforming conditions; ability to read and interpret drawings, single-line diagrams, and schematics; and proficiency in communication, mentorship, and on-the-job training.
• Proficiency with Microsoft software and quality systems (e.g., DevonWay); Quality certification (Six Sigma, Lean, or CQM) an advantage; and demonstrated experience with design controls and verification, process controls, supply chain, construction, start-up, and risk management, with strong analytic skills to set quality targets and drive improvement.
• Work requires the physical ability to conduct field inspections - extensive walking around a construction site in the heat, cold, wind, and variable weather of southeastern Wyoming; climbing ladders and scaffolding; and working on elevated platforms, uneven surfaces, and in confined spaces.
• Some lifting may be required; must use standard-issued PPE, including electrical-safety PPE (e.g., arc-flash-rated clothing) where required, plus hard hat, safety glasses, high-visibility vest, and harness.
